About Us

SOCCO has been a cornerstone of advocacy for the special needs population since 1967, serving over 2,000 providers in California alone. For more than 60 years, we have championed the rights and well-being of individuals with special needs, standing as the leading advocacy organization for both providers and clients.

Our reach has expanded nationally, now actively supporting communities in Atlanta, Texas, and Virginia. SOCCO collaborates with independent, public, and government agencies, striving to enhance the quality of care for special needs individuals across the country.

Meet Our President

HELLO AND WELCOME

my name is Karlton Levias, and I have a deep passion and commitment to the special needs community. My connection to this cause began in my childhood when my younger brother was born with cerebral palsy. Watching him overcome numerous surgeries and challenges inspired me to focus on his abilities rather than his limitations. Today, he operates heavy cranes at the shipyard in San Pedro, a testament to his resilience and our family’s unwavering belief in his potential.

My dedication to serving those with special needs extends beyond my brother. After years of running various businesses, I found my calling in 2005, developing facilities and programs for individuals with developmental and physical challenges. Working alongside these individuals has taught me invaluable lessons in patience, love, and understanding. It’s not just about what we give—there’s so much to learn from their strength and determination.

In 2010, I was honored to take over the leadership of SOCCO from its founder, Ov Smith. Her tireless advocacy for the dignity and inclusion of people with special needs continues to inspire me. Under her guidance, SOCCO has been at the forefront of providing quality services, activities, and opportunities for this community.

As President and CEO, I am committed to continuing Ov’s legacy by pushing for better funding, services, and creative opportunities that empower our special needs population to LIVE fulfilling lives. By maintaining strong partnerships with government entities like the Department of Developmental Services (DDS), DEPARTMENT OF MENTAL HEALTH, DEPARTMENT OF CHILDREN AND FAMILY SERVICES, AND OTHER NONPROFIT ORGANIZATIONS SUCH AS SOUTH CENTRAL LOS ANGELES REGIONAL CENTER AND OTHER REGIONAL CENTERS THROUGHOUT CALIFORNIA, we can ensure that we are providing the highest quality support and services for individuals with developmental disabilities. I invite all those who share this mission to join us in making a difference.
