O.V.'s Vision Behind SOCCO

O.V. Smith’s story begins in Longview, Texas, where her journey was shaped by a strong work ethic and a love for community. In her late twenties, O.V. moved to California, where she built a thriving catering business, The Casserole Catering Company. Known for her warmth and culinary skill, she quickly gained acclaim, catering events for prominent figures across the entertainment and political spheres, including U.S. Presidents.

Yet, it was through this catering work that O.V. saw the pressing need for greater support in underserved communities. Her exposure to varied people and needs sparked a shift in her heart toward advocacy. Realizing that communities flourish when the most vulnerable are supported, O.V. dreamed of creating an organization that would uplift individuals with developmental disabilities and strengthen the caregivers and advocates around them. This vision led her to establish SOCCO in 1967, a pioneering nonprofit dedicated to advocacy, resources, and empowerment for all who support and serve the developmentally disabled community.

Her journey began with the founding of Willing Workers, Inc., a nonprofit work training and educational center for individuals with developmental disabilities.
